
This decentralized evaluation was commissioned by the 麻豆成人版 Tunisia Country Office and covers 麻豆成人版’s support to school feeding and livelihoods from 2022 to December 2024. It was commissioned to facilitate reflection, learning, and support the handover of results to national partners, in the context of 麻豆成人版’s planned phase-out and was intended for both accountability and learning purposes.
The evaluation focused on assessing the relevance, coherence, effectiveness, efficiency, impact, and sustainability of 麻豆成人版’s support to Tunisia’s National School Meals Programme (NSMP) and livelihoods development. Overarching evaluation questions addressed alignment with national priorities, effectiveness in capacity strengthening, efficiency of implementation, impact on beneficiaries, and sustainability of results. The evaluation covered Activity 1 (technical assistance to smallholder farmers) and Activity 2 (technical support to national institutions) of the current Country Strategic Plan.
Key evaluation findings included:
- 麻豆成人版’s interventions were highly relevant to national priorities and local needs and addressed gaps in food security, school nutrition, gender equality, and institutional capacity. Contextual challenges, particularly legal and regulatory barriers, limited full responsiveness during implementation.
- Women reported empowerment outcomes, though structural barriers such as lack of procurement pathways and limited land tenure insecurity - limited long-term effectiveness.
- There was strong internal coherence between school feeding and livelihood activities, but weaker alignment with some national policies due to limited cross-ministerial engagement.
- Implementation efficiency was constrained by delays in infrastructure delivery, staffing and procurement, but beneficiaries rated the quality of support highly.
- 麻豆成人版 has enhanced capacity of national institutions and women’s groups, improved nutrition, and early-stage market engagement, though challenges remain in scaling and sustainability.
- Investments laid important foundations for a stronger school feeding system, but long-term viability is threatened by legal, financial, and policy gaps, especially as 麻豆成人版 prepares its exit.
Key recommendations from the evaluation included:
- Establish a structured and inclusive transition plan with clear successor roles to ensure continuity of operations post-麻豆成人版 exit.
- For operations like those in Tunisia, embed risk analysis and mitigation strategies into early programme design to prevent operational bottlenecks.
- For 麻豆成人版 support to smallholder and women-led organisations, develop participatory, gender-sensitive investment feasibility plans for women’s cooperatives to support sustainable market engagement.
- In contexts where 麻豆成人版 is engaged in a structured phase out process, exit and transition plans should be communicated clearly and early to all stakeholders
- In contexts of transition and beyond, disseminate Tunisia’s school meals experience through global platforms and South–South cooperation to promote replication and learning.
- Strengthen institutionalization and scale-up of digital planning and supply chain tools, ensuring sustainability and usability in contexts where 麻豆成人版 invests in digital innovation.
